At CES 2025, NVIDIA CEO Jensen Huang announced Cosmos — an open-source platform of World Foundation Models designed to generate physics-accurate digital environments in real time. Unlike a standard AI that learns patterns in text, a World Foundation Model learns the laws of the physical world by processing millions of hours of video. It understands gravity, mass, object permanence, and cause-and-effect. It can predict what happens when a glass falls, simulate thirty seconds into the future of any scene, and generate "synthetic reality" indistinguishable from camera footage.
Cosmos is not a standalone product. It is one layer in a four-tier architecture that NVIDIA has built over the past five years — each tier serving a distinct function in the construction of a complete digital replica of reality populated by autonomous agents.
Tier 1: Omniverse — The Simulation Space. NVIDIA Omniverse is the operating system for building industrial-scale digital twins. Using Universal Scene Description (OpenUSD), engineers construct precise 3D replicas of factories, cities, and infrastructure. BMW, Siemens, and Singapore's urban planning authority use Omniverse to create 1:1 digital copies of physical environments. This is the skeleton — the geometry, materials, and lighting of the simulated world.
Tier 2: Cosmos — The Physics Engine. Where Omniverse provides the structure, Cosmos provides the intelligence that understands how that structure behaves. Cosmos Predict generates future frames — what will happen next in any physical scenario. Cosmos Transfer converts raw simulation data into photorealistic video. Cosmos Reason enables visual reasoning — an AI that can look at a scene and determine that a glass on a shaky table will tip, simulate the spill, and decide to intervene. This is the brain that understands the rules of reality.
Tier 3: Clone Cities — The Scale. NVIDIA's Metropolis and Omniverse blueprints enable the construction of digital twins of entire urban environments. Kaohsiung City in Taiwan was among the first to deploy smart city digital twins powered by Omniverse and Cosmos. Detroit and Cleveland are being digitally modeled by Younite AI and Bedrock for data-driven urban planning. The NVIDIA Omniverse Blueprint for smart city AI, announced in 2025, combines Omniverse, Cosmos, NeMo, and Metropolis platforms to bring physical AI to entire cities and their critical infrastructure — simulating traffic, energy grids, emergency response, and the impact of new construction before any physical change is made.
Tier 4: Digital Life — The Inhabitants. This is the stated end goal: autonomous agents — robots, self-driving vehicles, and "digital humans" — that live and work inside these environments. NVIDIA ACE (Avatar Cloud Engine) creates digital humans with speech, vision, intelligence, realistic animation, and lifelike appearance. ACE is now generally available for cloud deployment and in use by Dell Technologies, ServiceNow, and major gaming companies. At CES 2025, NVIDIA demonstrated ACE autonomous game characters that perceive, plan, and act like human players — not scripted NPCs but agents that learn, strategize, and adapt. These agents use Cosmos to think and Omniverse to practice before being deployed into the physical world.
The architecture is explicit: build the world, teach the AI how the world works, scale it to entire cities, then populate it with autonomous agents that understand physics and can operate without human direction.

The financial infrastructure being marshaled behind this architecture is unprecedented in scale.
Project Stargate — a joint venture between OpenAI, SoftBank, Oracle, and Abu Dhabi's MGX investment fund — has committed up to $500 billion in AI infrastructure investment in the United States by 2029. The initial commitment is $100 billion, with nearly 7 gigawatts of planned data center capacity across at least six sites, including a flagship facility in Abilene, Texas. NVIDIA and Oracle are the primary hardware and cloud partners. The combined capacity puts Stargate on track to be the largest single AI infrastructure buildout in history. The announcement was made from the White House, with President Trump's endorsement.
JPMorgan Chase is investing $19.8 billion in technology for 2026, with approximately $2 billion annually dedicated to artificial intelligence. The bank's AI strategy encompasses over 450 use cases in production, with plans to expand to 1,000 by 2026. CEO Jamie Dimon has stated the $2 billion AI investment has "paid for itself." But the bank's ambitions extend far beyond internal efficiency. JPMorgan recently announced a 10-year plan to facilitate and finance approximately $1.5 trillion in domestic industries "critical to U.S. economic and national security," deploying up to $10 billion in direct equity and venture-capital investments targeting frontier technologies including AI and quantum computing. JPMorgan forecasts that tech giant AI capital spending will exceed $500 billion annually by 2026 and projects 30% productivity gains in AI-impacted sectors. The bank has signaled that the next wave of AI investment will move from language models to physical AI — the embodied systems that interact with the real world.
Microsoft's UAE Expansion represents the international dimension. Microsoft announced a $15.2 billion investment in the United Arab Emirates, including a partnership with G42 to build 200 megawatts of sovereign AI data center capacity at Khalifa Industrial Zone (KIZAD) in Abu Dhabi, expected online by late 2026. The facility will process over 11 million digital interactions daily between Abu Dhabi's government entities, citizens, and businesses. G42 also partnered with NVIDIA and launched Stargate UAE — extending the Stargate model internationally. Microsoft's $1.5 billion equity investment in G42 gives it a direct stake in the Middle East's sovereign AI infrastructure.
The Saudi NEOM Node — part of a $10 billion AI initiative between Google Cloud and the Saudi Public Investment Fund — positions the Gulf region as a global hub for AI inference, specifically for World Foundation Model deployment serving the Global South.
The geographic pattern is documented: Ashburn, Virginia (fiber routing epicenter); Hillsboro, Oregon (hydroelectric-powered training); Abilene, Texas (Stargate flagship); Abu Dhabi (sovereign AI); Frankfurt and Paris (European industrial digital twins); NEOM (Gulf inference hub); Tokyo and Johor, Malaysia (Asian urban dynamics). The nodes are classified as Critical National Infrastructure. Many are built for liquid cooling and localized power grids — the specifications required for the NVIDIA GB300 NVL72 GPU clusters that power World Foundation Models.

Each component of this architecture is presented to the public as a separate product serving a separate market. NVIDIA Cosmos is for robotics training. Omniverse is for industrial engineering. Clone Cities are for urban planning. Digital Life is for gaming and customer service. Stargate is for AI research. JPMorgan's investments are for national competitiveness. Microsoft's Azure expansion is for cloud services.
But the architecture, assembled, produces something none of these descriptions acknowledge: a physics-accurate digital replica of the entire physical world, populated by autonomous agents that understand causality, hosted on infrastructure classified as critical to national security, funded by the largest concentration of private capital in human history, and controlled by a consortium of technology companies that already operate the Pentagon's classified cloud networks.
The documented facts form a chain. Microsoft Azure controls the authentication backbone of the Department of Defense through the JWCC contract and Active Directory. The same Azure platform provides the cloud fabric for sovereign AI data centers being built across the globe. NVIDIA provides the GPU hardware and the World Foundation Model platform that generates the digital twin of reality. Palantir provides the intelligence layer that processes data and identifies targets. SpaceX Starlink provides the global communications backbone. Anduril provides the autonomous execution platform. JPMorgan and SoftBank provide the financing. The Stargate joint venture — backed by OpenAI, Oracle, SoftBank, and Abu Dhabi's MGX — provides the physical infrastructure.
The World Foundation Model does not merely simulate. It predicts. Cosmos Predict generates future states of physical reality based on current conditions. When this capability is connected to real-time sensor data from Starlink's satellite constellation, Palantir's intelligence feeds, and the urban sensor networks being deployed in Clone Cities worldwide, the system does not need to wait for events to occur. It models them before they happen.
NVIDIA's own terminology is revealing. The company does not call its autonomous agents "programs" or "bots." It calls them "Digital Life." The agents are not described as tools. They are described as inhabitants of the digital world — entities that perceive, reason, plan, and act. The ACE platform creates digital humans with lifelike appearance, speech, vision, and autonomous decision-making. These are not metaphors. They are engineering specifications published on NVIDIA's developer platform.
The Sentient World Simulation — a continuously updated digital replica of the physical world disclosed in a 2007 Purdue University defense planning document — described exactly this architecture seventeen years before NVIDIA made it commercially available. The difference is that in 2007, the SWS was a classified military planning tool. In 2026, the same architecture is being built at commercial scale, funded by $500 billion in private capital, and described in NVIDIA press releases as the future of "Physical AI."
In December 2025, President Trump signed the Presidential Memorandum "Winning the 6G Race," published on the White House website, which explicitly states that 6G technology "will play a pivotal role in the development and adoption of emerging technologies like artificial intelligence, robotics, and implantable technologies." The memorandum names implantable technologies as a core component of next-generation telecommunications infrastructure — the same infrastructure that will carry the signals between the physical world and its digital twin.
The Rockefeller University's US Patent 10,786,570 B2, granted September 29, 2020, describes a mechanism for remote control of cell function using radiofrequency waves and ferritin nanoparticles — iron-based structures that function as biological antennas activated by external RF signals. The patent is publicly available. The 6G memorandum is published. The World Foundation Model platform is open-source. The $500 billion infrastructure buildout is announced. The autonomous agent framework is commercially deployed.
No one is hiding the components. They are published in patent databases, press releases, White House memoranda, SEC filings, and NVIDIA developer documentation. The architecture is visible to anyone willing to read the engineering specifications and follow the money.
What is not published — in any press release, any investor call, or any presidential memorandum — is what happens when a physics-accurate digital twin of the world, populated by autonomous agents that make decisions without human oversight, connected to the Pentagon's classified cloud through the same vendor that controls four million military identities, funded by half a trillion dollars in private capital, and linked to the biological world through patented nanoparticle receivers activated by next-generation telecommunications signals, becomes operational at full scale.
No congressional hearing has asked this question. No regulatory body has jurisdiction over the complete architecture. No single government agency oversees the convergence of defense cloud computing, autonomous weapons, world simulation, biological interface patents, and private AI infrastructure investment.
The components are documented. The convergence is not discussed. The funding is committed. The timeline is 2029.
The jury can decide what that means.
