The three figures on Rue Saint-Denis are not surveillance agents in the traditional sense. They are nodes in a quantum mesh that monitors, reports, and responds to the presence of unassimilated individuals in real time. Their phones are not tools. Their phones are leashes. And the network on the other end of those phones sees everything they see.
